The mandatory expansion of 20% (B20) biodiesel to non-public service obligation (PSO) has shown a positive impact. The Joint Indonesian Palm Oil Company (Gapki) noted that the absorption of palm oil (CPO) in the B20 mandatory expansion program reached 919 thousand tons.

The amount was obtained based on the palm oil absorption contract for B20 which used by the Gapki Executive Director Mukti Sardjono earlier, palm oil absorption for biodiesel in January to August only ranged between 215 thousand tons to 290 thousand tons per month. As for the mandatory expansion of B20 applied, uptake of biodiesel has almost doubled to 400 thousand tons in September and 519 thousand tons in October 2018.

“The positive movement of CPO absorption for biodiesel in the country certainly has an impact on CPO stocks in the country,” Mukti said in an official statement on Friday (30/11).

According to him, the potential for palm oil absorption will be greater when the mandatory B20 is implemented more optimally next year. Therefore, both the government and business actors are still improving to optimize the B20 Public Service Obligation (PSO) and non-PSO programs for the period of September to October 2018.

Earlier, Minister of Energy and Mineral Resources (ESDM) Ignasius Jonan had set the allocation of the supply of Fatty Acid Methyl Ester (FAME) for the B20 program next year at 6.2 million kiloliters. The regulation was signed in the form of the Minister of Energy and Mineral Resources Decree.

The Director General of New, Renewable, and Energy Conservation (EBTKE), the Ministry of Energy and Mineral Resources, Rida Mulyana said the regulation had been signed. “It has been signed by the minister, and the day after, the document can be spread,” said Rida, yesterday (30/11) night.

The allocation of 6.2 million kiloliters is the distribution of FAME’s distribution from a biofuel business entity to a fuel oil business entity for next year. The amount is the volume of FAME that will be distributed to Public Service Obligation (PSO) and non-PSO

Perluasan mandatori biodiesel 20% (B20) kepada non public service obligation (PSO) telah menunjukkan dampak positif. Gabungan Perusahaan Kelapa Sawit Indonesia (Gapki) mencatat penyerapan minyak kelapa sawit (CPO) dalam program  perluasan mandatori B20 mencapai 919 ribu ton.

Jumlah itu didapat bedasarkan kontrubusi serapan minyak sawit untuk B20 yang digunakan oleh sektor Direktur Eksekutif Gapki Mukti Sardjono sebelumnya,  serapan sawit untuk biodiesel pada Januari hingga Agustus hanya berkisar antara 215 ribu ton sampai 290 ribu ton per bulan. Adapun setelah perluasan mandatori B20 diimplementasikan, serapan biodiesel naik hampir dua kali lipat menjadi 400 ribu ton pada September dan 519 ribu ton pada Oktober 2018.

“Pergerakan positif penyerapan CPO untuk biodiesel di dalam negeri tentunya membawa dampak pada stok CPO di dalam negeri,” kata Mukti dalam keterangan resmi, Jumat (30/11).

Menurutnya, potensi penyerapan minyak sawit bakal lebih besar ketika mandatori B20 diimplementasikan lebih maksimal pada tahun depan.  Karenanya, baik pemerintah mapun pelaku usaha bersama-sama masih melakukan perbaikan untuk optimalisasi program B20.Public Service Obligation (PSO) maupun non-PSO periode September hingga Oktober 2018.

Sebelumnya, Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan telah menetapkan alokasi penyediaan Fatty Acid Methyl Ester (FAME) untuk program B20 tahun depan sebesar 6,2 juta kiloliter. Aturan itu telah ditandatangani dalam bentuk Keputusan Menteri ESDM.

Direktur Jenderal Energi Baru, Terbarukan, dan Konservasi Energi (EBTKE), Kementerian ESDM, Rida Mulyana mengatakan aturan itu telah diteken. “Sudah ditandatangani menteri, lusa sudah bisa tersebar (dokumennya),” kata Rida, kemarin (30/11) malam.

Alokasi sebesar 6,2 juta kiloliter merupakan pembagian distribusi FAME dari badan usaha bahan bakar nabati kepada badan usaha bahan bakar minyak (BBM) untuk tahun depan. Jumlah itu merupakan volume FAME yang akan distribusikan untuk Public Service Obligation (PSO) dan non-PSO.
